The tender will be evaluated on functionality (=100 points) and a minimum of 70 points to be scored to be deemed responsive for further evaluation on 80/20 point system, where 80 points = price and the 20 points = specific goals as; women=5; disability = 5; youth = 5 and military veteran = 5 points
