Special Conditions: Stage One - Administrative and Substantive Responsiveness Tests where attendance eligibility is part of substantive. Stage Two – Functionality - 70 Points. Stage Three – Preference Point System. Any tenderer that fails to meet the stipulated minimum threshold will be regarded as an unacceptable tender.
